Dear Sir Frederick,
Hongkong, 29th. July, 1909.

REGE 6 SEP 09
Last Saturday (24th.) a party of delegates
from the Self-Government Society called on our Compradore. They
desired to see me, but I recommended that they should first
solicit an interview with either you or Mr. Foxl
A conversation subsequently took place
between our Compradore and the delegates, particulars of which
are recounted in the enclosed copy of a report by our Compradore.
Our Compradore has since then called per-
-sonally on all the Cantonese Manila shippers here to try and
induce them to resume shipments by our steamers, but the answer
was invariably the same, "we cannot unless authorised by the
Self-Government Society". Having succeeded in alienating the
sympathy and support of the Amoy men, I am of opinion that it
may now do good if you called the Cantonese shippers up before
you and warned them against obeying in this Colony the behests
of the Self-Government Society. In the hope that you may agree
I beg to hand you a list of their names and addresses. Perhaps
you could call them up while the Viceroy is here and get him to
also speak to them.
Believe me,
8 Excellency
Sir Frederick Lugard, K.C.M.G.,
C.B., D.3.0.
Yours sincerely,
D. R. Law.
